Fix a stray asterisk and an italic table header

Two small rendering issues on https://bosh.io/docs/bpm/:

• config.md: the note after the volume table starts with an unmatched *, which shows as a literal asterisk. It now reads **Note:**, like the other notes in these docs.
• runtime.md: the Environment Variables table header is written in italic markup and renders bold italic. The header cells are plain text now, like every other table header.

bosh.io serves these pages from docs-bosh's bpm-release submodule, pinned at 6b9988a, so the fix shows there after docs-bosh updates that pin.
