chore: test debug shim with wrangler

Fixes DEVX-1973

I was planning to bump the unenv-preset version on both Wrangler and the Vite plugin on this PR but it is already updated on #10031. So this simply add an extra test to confirm whether wrangler can shim the debug module properly.
