Worker run fails to use preview resource when using with platform proxy

Describe the Bug

While running local with vite based integrations like astro/cloudflare it fails to pick preview resources eg: preview_database_id for the binding. Check bug_1 folder in the minimal bug reproduction repo shared.

Please provide any relevant error logs

This test should have failed, as there is no MY_DEV_VAR in the passed wrangler.jsonc.
