The documentation on `quiche::Connection::send` says that application should repeatedly call it until `Done` is returned. The tests need to follow that protocol. Signed-off-by: xfding <xfding@google.com>

The documentation on
quiche::Connection::sendsays that application should repeatedly call it untilDoneis returned. The tests should follow that protocol.
