Description of Changes

These are the changes that I made to the publish script while doing this release. I've made the following improvements:

• I've changed the script so that regardless if a crate is new we will try to add owners from the list.
• I've added myself as an owner
• Changed emails to usernames because for some reason the emails weren't working for me and also usernames are more discrete.

Besides the publish script changes I also added LICENSE files to crates that needed them in order to publish.
