Description of Changes

This is a janky-short term way to restrict db creation in maincloud to users with spacetimedb accounts. We should replace this with more control over who is allowed to create new databases.

If the environment variable TEMP_REQUIRE_SPACETIME_AUTH is set, we will only allow database creation from users with credentials issued by https://auth.spacetimedb.com.
