Rename `StaticBsatnLayout` -> `StaticLayout` reflecting serving both directions now.

Static(Bsatn)Layout::deserialize_row_intofor a fast-path BSATN -> BFLATN conversion.Rename
StaticBsatnLayouttoStaticLayoutto reflect that it now also serves the other direction.API and ABI breaking changes

A proptest
known_bflatn_same_as_pv_fromis added to ensure that the fast path results in the same BFLATN as the general path.
