After connecting/disconnecting many times, SpacetimeDB will no longer accept new connections

Issue reported by Matt, it sounds like if you connect/disconnect many times SpacetimeDB will start refusing new connections

Me and Phoebe are not able to reproduce this issue, I think this might have been fixed in 0.7. If we run into this issue again we'll reopen.
