Thanks @alaz - it seems like both of these companies offer "Internet Access", at least from what I can tell from the Google Translate results of their sites. Can we be sure these IPs are all datacenter IPs and no user traffic would be included?

@shawnps That's right, they both offer it. The type of load I've seen from both networks is kind of vulnerability scanning, it very rarely comes from end users.

I am pretty sure Filanco range is a data center, at least for the time being, because it has Filanco Ltd, Hosting-nets and HOSTING MSK in descr field in Whois. I tend to trust Whois in this case, since Filanco is quite large group of companies offering Internet Access, Hosting, VOIP, etc. I guess they have resources to manage their networks more or less accurately.

There is nothing like that in Whois for WEB.am and I'm not aware of telecoms in Armenia, so I have less confidence the whole range is a DC.
