Updates scancode-toolkit from 32.4.1 to 32.5.0.

Notable changes

  • Binary package detection (rust/go) now requires --package-in-compiled flag instead of --package
  • License and package detection performance improvements
  • Python 3.14 support added, Python 3.9 removed
  • Gibberish detection in copyright scanning
