Remove `.bandit.yml` file

💡 Summary

We should consider removing the .bandit.yml file from this repo.

Motivation and context

The .bandit.yml file does nothing as it stands, and removing it gets rid of the question of whether to leave it as it is or merge it into a pyproject.toml file.

Implementation notes

If we decide to do this, don't forget to remove the mention of .bandit.yml from .pre-commit-config.yaml.

Are you saying the file does nothing because according to its contents, all bandit tests are enabled and none are disabled? Or are you saying something else?
