Without this PR, we get an InvalidCiphertext error in trying to get the keygen for a ciphertext from a prior epoch. This is just b/c of a mismatch in the SenderDataAAD, since the epoch doesn't match.
Follows the logic for prior epoch support from decrypt_incoming_ciphertext https://docs.rs/mls-rs/latest/src/mls_rs/group/mod.rs.html#1427
