Follow-up to 3f1dfef. Forward verification is sufficient to have the 1:1 chat protected, backwards verification is needed to add the contact to verified groups.

Unlike the closed #6116, this doesn't change behaviour for adding contacts to verified groups.

With PGP-contacts branch contacts will not become unverified because of received message, so I suggest we close this.

Btw, i see that backward_verified_key_id is no longer used, should we remove it in a new db migration? @link2xt
