Add a way to "unpublish" a relay

Follow-up to #7898
In #7898 we distribute relay addresses, but there is no way to have addresses excluded.

Probably going to add a new column to transports, is_published that defaults to true.

Need APIs to publish/unpublish and sync the status somehow. If all relays are unpublished, maybe it is fine, we will fallback to sending to the From address.
