canSend is true before encryption suceeded

After the message "Establishing guaranteed end-to-end encryption, please wait…" a second message is sent

"That seems to take longer, maybe the contact or you are offline. However, the process continues in background, you can do something else…"

and then the canSend flag for the related chat is true.

When then sending a message an error is thrown: Failed to send created message: Failed to create send jobs: No recipient keys are available, cannot encrypt to ["xxx@googlemail.com"].

But the message is saved in state "Pending".

In #6796 I have now removed completely the timeout. Now canSend returns false when the key is not available and true if the key is available, verified or not.
