cherry pick: facade: refactor facade_phase to return the group itself…
bump celery and a related dependency - attempt to fix secondary+core Merging all of the changes under review into a second load test branch. This branch includes what is in load-test plus the reversion of the facade_tasks.py changes from last week, and bumping the celery version.
