Make materialize view refresh on/off

Turn materialized view refreshing into something that can easily be turned on or off

i wonder if this could be done relatively easily by setting the days until refreshing the materialized views in the config to something 0 or lower

im not sure if thats currently supported, but it would probably be easy to implement
