Make the no-deploy-nudge time window configurable. #96
Description
As of merge #95 Hoff discourages contributors to merge on Fridays a.k.a No-Deploy-Friday-Nudge. Currently the time window for this "no-deploy" starts on a Friday at 00:00:00 UTC+0 and ends at Friday 23:59:60 UTC+0. We would like to be able to set the start time, end time and timezone in a configuration file.
