Update poetry-core to v2

Update poetry-core to >=2.2.0 and move basic config from tool.poetry to project table.

• Update license to use SPDX identifier Apache-2.0 as specified in PEP 639. Also remove the (deprecated) license classifier.

• Removed the version specific classifiers. Those are added by poetry-core automatically based on requires-python.
• Removed tool.black.target-version since black is able to infer the value from project.requires-python.
