Rebase statediffing geth (v0.0.13 of statediff) ontop of geth v1.9.25
The squashing and rebase was actually already done on the new base branch, v1.9.25-statediff, but this PR bumps and will trigger the GitHub actions
Note: still need to test this a tad more, I've tested it builds and runs initially but need to ensure postgres is being populated correctly. Will finish test tonight.
