special character '%' is not supported when using config or create job by rest

when the script include special character '%',using rest api to create or config job,will get the exception as follow:
java.lang.IllegalArgumentException: URLDecoder: Illegal hex characters in escape (%) pattern

Expected Behavior

Current Behavior

encode and decode the script when config or create job。
