Modify the panel hierarchy of FormatMANDI, FormatISISSXD, and FormatESSNMX to enable individual panel positions to be optimised in refinement.

This modifies the panel hierarchy of the ToF detectors
FormatMANDI,FormatISISSXD, andFormatESSNMXto enable individual panel positions to be optimised in refinement.This can now be done with, e.g.
dials.refine indexed.expt indexed.refl detector.hierarchy_level=1to allow the position of each panel to vary, or
dials.refine indexed.expt indexed.refl detector.hierarchy_level=0to treat the whole detector as a rigid body.
