Fork from 0.3 adding Windows support

This release is based on AGWA's release 0.3 and adds Windows support.
Previously, the binary was in the repo. But in order to keep it clean, I created this release with binary attachment.

Since 2014-06-12, this release should be considered as outdated because AGWA merged forks from bySaby and myself into a new git branch.
