Use the dev tools priority names in the UI if we are given the net or blink names.

This adds the priority mapping to the UI for older tests that still have the netlog priorities in the underlying data.

While I was in there, it will also break the "Priority" into "Initial Priority" and "Requested Priority" if a resource has the priority changed after it is initially created (like for visible images in the viewport).
