AM/PM toggle allows selecting disabled times

When a disabled time range is set, selecting a valid time still allows switching to a disabled time by toggling the AM/PM button. For example:

1. Disable time range: from 10:00 to 20:00.
2. Select 06:00 (which is valid).
3. Click the PM button → it becomes 18:00, which is in the disabled range.
4. This selection is allowed, even though it should be blocked.
