Integrates 2024 half 2 data for EIA 930.

What did you change?

• Updated DOI in pudl.workspace.datastore
• Updated working_partition in pudl.metadata.sources
• Updated ETL settings in pudl.package_data.settings
• Mapped new partition columns in pudl.package_data.eia930

Testing

How did you make sure this worked? How can a reviewer verify this?
Generate raw and core EIA 930 assets. There are no further downstream assets, and this should not impact any of our non-pandera validation tests.

Looks good, was able to materialize all assets and verify that they have july data in there.
