Updated the Release Notes to reflect some changes that have already been
merged, including dependency bumps

Add the `pudl/analysis/state_demand.py` module as a deployed entrypoint
console script so that it's available at the command line for users, and
testable (at least nominally) within Tox/pytest.

Bump PyGEOS dependency to 0.10 from 0.9 as it supposedly has some
performance improvements.
