Replace OpenSSL with rustls.

Build Compatibility Planning:

• CI runners on Ubuntu 20.04 will sunset soon.
• Joe is aiming to release before April 15 to retain compatibility.
• Plans to build on the oldest supported LTS (likely 20.04) for backward compatibility.
• Joe proposes ticketing a task to explore replacing OpenSSL with rustls due to known issues.
