This fixes #2449.
There were some minor bugs discovered and fixed along the way.
Email action "Instructor Confirmed for Workshop" was split and changed. Now a similar email only handles Recruitment process (accepting/declining an instructor signup), and a new email "Instructor Task Created for Workshop" handles instructor tasks in centrally-organised workshops.
