Extend fawkes by skiller queue

In order to avoid unecessary time wasted due to network delays, it would be cool to pre-buffer all planned actions in fawkes.
We could either do that by modifying the skiller directly (which could be problematic as other components and workflows might rely on it's current function to cancel running skills on sending new ones), or we could introduce a second component that act's as middleman between the actual skiller and the agent.
