Update RTD docs workflow dependencies to use dev branch

Overview

Update the consolidated RTD documentation workflows to point to the dev branch of sphinx-docs-starter-pack

Rationale

The workflows aren't callable by other workflows in 1.3.0 -- canonical/sphinx-stack#466 made the workflows callable, but only in the dev branch.

We should eventually update our workflows to point to a stable release, but we don't have that option at the moment.

Workflow Changes

Updated docs_rtd.yaml to point to @dev for the workflows in sphinx-docs-starter-pack
