# Description

<!-- Please include a summary of the changes and the motivation behind
them. -->
- What does this PR do? It adds checks for the VM state against
UNAVAILABLE state to close forms and make buttons unavailable.
- Why is this change needed? It fixes the issues with allowing the user
to interact with the Mounts UI of a VM in the flutter GUI when said VM
is unavailable.

## Related Issue(s)

<!-- If this PR addresses an issue, link it here -->
Closes #5233

## Testing

<!-- Describe the tests you ran to verify your changes. -->
- Unit tests
- Manual testing steps:

  1. Open GUI
  2. Put one VM in a zone and disable zone
3. Attempting to have a form open when this occurs (editing mounts) or
attempting to create a mount from the GUI should not be possible.

MULTI-2947
# Description

Cherry-picked from main. Ideally I should've made this bugfix to 1.17,
then we can merge 1.17 into main.

This test currently fails because the expiration date of the certificate
has passed
```
$ openssl x509 -in localhost_cert.pem -noout -text | grep "Not After"
            Not After : Oct 11 04:48:43 2026 GMT
```
Since I don't have access to the root certificate, I generated a new
chain with an expiration date of 1 Jan 2050.

The certificates were generated with OpenSSL as follows:

```bash
# Generate root CA private key
openssl genpkey \
  -algorithm EC \
  -pkeyopt ec_paramgen_curve:prime256v1 \
  -out root_key.pem
# Create certificate signing request (CSR)
openssl req \
  -new \
  -key root_key.pem \
  -subj "/C=US/O=Canonical/CN=Multipass Root CA" \
  -addext "basicConstraints=critical,CA:TRUE" \
  -addext "keyUsage=critical,keyCertSign,cRLSign" \
  -addext "subjectKeyIdentifier=hash" \
  -out root.csr
# Self sign the root certificate
openssl x509 \
  -req \
  -in root.csr \
  -signkey root_key.pem \
  -set_serial 0x01 \
  -not_before 20261012000000Z \
  -not_after 20500101000000Z \
  -sha256 \
  -copy_extensions copy \
  -out root_cert.pem
# Generate the server’s private key
openssl genpkey \
  -algorithm EC \
  -pkeyopt ec_paramgen_curve:prime256v1 \
  -out localhost_key.pem
# Create the server’s CSR
openssl req \
  -new \
  -key localhost_key.pem \
  -subj "/C=US/O=Canonical/CN=localhost" \
  -addext "basicConstraints=critical,CA:FALSE" \
  -addext "keyUsage=critical,digitalSignature,keyAgreement" \
  -addext "subjectAltName=DNS:localhost,IP:127.0.0.1" \
  -addext "extendedKeyUsage=serverAuth" \
  -addext "subjectKeyIdentifier=hash" \
  -out localhost.csr
# Sign it with the root CA
openssl x509 \
  -req \
  -in localhost.csr \
  -CA root_cert.pem \
  -CAkey root_key.pem \
  -set_serial 0x02 \
  -not_before 20261012000000Z \
  -not_after 20500101000000Z \
# Description
The build is failing due to a broken link. It seems like a first
contributor renamed their account, making the link to their user page
yield a 404.
Fix it by using the correct link and correct hashtag for that user.
Let's see if the build succeeds here.
# Description
Make sure to notify the user that their instances may be force-stopped
when disabling a zone.
If all VMs are already stopped, then the popup is not shown.
## Related Issue(s)
Closes #5249
## Testing
- Manual testing steps:
1. Open the GUI, add some instances and try to disable the associated
zone.
    a. If there is no instances that is not stopped, then no popup
b. If there is one instance that is not stopped, then there is a popup
in singular form
c. If there are several instances that are not stopped, then there is a
popup in plural form
2. If cancel is pressed or the window is closed, the zone is not
disabled
  3. If confirm is pressed, then the zone is disabled
  4. Make sure that enabling a zone works the same as before.
## Additional Notes
- In the mockup, the message was referring to "running instances".
However, this warning applies to all non-stopped instances (suspended in
particular). So we changed the message to refer to "not stopped
instances".
# Description
`Delete` button in the GUI was disabled for instances located in a
disabled zone.
This is not consistent with the behavior in the CLI, therefore, make the
button active on these instances.
## Related Issue(s)
Closes #5251
## Testing
- Manual testing steps:
  1. Launch the GUI, create a VM if none is present
  2. Disable the zone it is in
3. Make sure that the `Delete` button is enabled when selecting that
instance (both in `All Instances` pane and in the VM's own pane).
