Migrate `platform-DISTRO-maven-central` and `platform-public-nexus` to declarative pipelines

Acceptance Criteria (Required on creation)

• platform-DISTRO-maven-central and platform-public-nexus are migrated to CE daily pipeline on the current development version
• The implemented stages perform the same actions/work as the freestyle jobs, unnecessary code removed (e.g.: https.protocols)
• review from Infra team
