Double location of linting configuration files

Problem description
Currently we have linting rules stored in Commonalites artifacts folder

Meanwhile the tooling repository was added hosting linting configurations for reusable worflows for linting

Expected action
Remove linting rules from Commonalites artifacts folder to have only one source of truth.
Tooling is maintained by Commonalities so it can host the configurations, while the scope of linting rules stays in Commonalities repository.

Update of documentation for linting implementation is also needed.
