New API Proposal - NetworkTrafficAnalysis

Proposal to create a "NetworkTrafficAnalysis" API:

This API base on "DPI",provides business traffic statistics for 5G private network customers, which can be used for monitoring and analyzing the performance of 5G private networks.

The target of this API is to analyze the traffic data of 5G private network users to identify high-traffic applications within the network, focusing on ensuring the smooth operation of specific users and applications, thereby guaranteeing the smooth running of high-priority services.

I added a comment on the (merged) proposal PR which I think should be addressed to improve the quality of the proposal:

• formatting: the table is broken (delete the blank line 6 to repair)
• abbreviation: DPI is used as term, but not explained. Neither what it stands for, nor why and how the technical implementation needs it
• the API has as scope private networks, that should be reflected within the proposal title (as I don't think that it is applicable to public networks in the same way)
• beyond that it would be good to explain how the network quality is related to usage data of an user, it's not obvious how this is related:

Users can select hourly or daily granularity to obtain statistical information such as uplink and downlink traffic (in MB) and access times for a given network's users, thus monitoring and issuing early warnings for network quality.
