New API Proposal - NetworkHealthAssessment

Proposal to create a "NetworkHealthAssessment" API:

This API provide wireless, transmission, and core network health scores for the 5G private network, and derive the comprehensive health score for the entire private network based on the weight of each component.

The target of this API is to identify trends of deteriorating network quality.

I have added a comment on the (merged) PR, see #129 (comment) which I think should be addressed to improve the quality of the proposal:

• formatting: the table is broken (delete the blank line 6 to repair)
• abbreviation: DPI is used as term, but not explained. Neither what it stands for, nor why and how the technical implementation needs it
• the API has as scope private networks, that should be reflected within the proposal title (as I don't think that it is applicable to public networks in the same way)
