Does not start flying on 1.21.4

Nothing special to be seen here.

How to reproduce

1. Go to the nether
2. Run #thisway 1000 and #elytra
3. Jump down a cliff
4. Hit the floor

Combining this with #elytraAutoJump true lets Baritone commit suicide (#1547, lol).

Even if you start flying manually this can have potentially deadly consequences if Baritone hits a waterfall or otherwise stops flying unintentionally.

Testing showed that ctx.player().fallDistance does not change at all, which obviously breaks this code

Minecraft did indeed stop updating the fallDistance on the client and the only workaround I managed to find on the web is CCBlueX/LiquidBounce@8f8a78f.
Alternatively we could do this with a velocity based check and trigger fall flying whenever the player is moving downwards at least as fast as after falling one full block.
