NET0340 - Login banner is non-existent or not DOD approved

The STIG requires the device to have a banner displayed during logins. The basic way to login to an IOS device is Telnet or SSH. SSH being the preferred secured method (NET1636). The Cisco IOS command "banner motd" fulfills this requirement.

Notes: "motd" stands for Message Of The Day, lineage from a UNIX pedigree.
