[ACP] Echo UserMessageChunk during prompt

## Description

Per ACP spec, agents should echo user input back as `UserMessageChunk` in session notifications during prompt processing. This enables session replay on the client side.

## Acceptance Criteria

- [ ] User text sent as UserMessageChunk notification before processing
- [ ] Test verifies notification sent
