This adds YAML files as a part of our license header generation, there
are some YAML source files we use in
bufbuild/protocompile, for example:https://github.com/bufbuild/protocompile/blob/main/experimental/internal/taxa/noun.yaml
where the URL in the header was being clobbered, e.g.
http#:www.. This alsoadds a unit test to ensure that we don't continue to run into that.
