Categorize media files for ENG based on imported source

Adds a new command to detect the original department of an attachment based on a hidden post_meta that was set when the attachment was imported. Also has an "update" subcommand which will add the correct department taxonomy to the post based on the url in the post meta.

The console output from running the command to categorize the ENG media files on 2016-06-17 is available from the downloads associated with this release.
