The file brian2/_version.py is no longer part of the repository
Since 2.4.1, Brian does not support 32bit systems

This modernizes our build infrastructure by moving all metadata to
pyproject.tomland switching fromversioneertosetuptools_scm. The latter was mostly triggered by the fact that I didn't get the most recent release to build onconda-forge. In general,setuptools_scmseems to be more "mainstream" and better supported.
