Add new OpenSSL configure options

As of 3.6.0, the following options are available and we can probably use them:

no-tls-deprecated-ec
no-gost
no-ssl3-method
no-tls1-method
no-tls1_1-method
no-ssl3
no-tls1
no-tls1_1
no-integrity-only-ciphers

Not a security matter, it's to make the build smaller by removing what Tor doesn't use.
