Create settings option to clear HTTPS/FP settings under `brave://settings/content`

Description

Currently, chromium provides js/cookie option to manage domain-level setting which is not there for HTTPS/FP, need to create settings option to clear HTTPS/FP settings under brave://settings/content

Steps to Reproduce

Actual result:

There is no HTTPS/FP settings under brave://settings/content

Expected result:

Create settings option to clear HTTPS/FP settings under brave://settings/content
