[macOS] Switching to Fullscreen Window Doesn't Guarantee Focus #40761

Description

This is a bit of a tricky one to describe, but when switching to a fullscreen Brave window on macOS, it won't always gain focus from any other Brave windows that are currently open. The result is that keyboard shortcuts such as opening a new tab will execute on the other window, rather than the one you're looking at.

Steps to reproduce

  1. Open a Brave window and put it into Fullscreen (its own Space in Mission Control).
  2. Open a second Brave window and don't put it into Fullscreen. It should be in focus.
  3. Use Mission Control to switch back to the Fullscreen Brave window (do not click within the window after switching).
  4. Hit Command + T to open a new tab.

Actual result

New tab opens in the other window, as it's still in focus.

Expected result

New tab should open in the Fullscreen Brave window that you just switched to.
