Vertical tabs should expand even when the Window is out of focus.

Description

When Expand vertical tabs panel on mouseover when collapsed is used, it only works for the window that is in focus, it doesn't work for any window that is being occluded or if use use multiple windows in different monitors etc. This means that in order for the Vertical tabs to get expanded on mouseover, you need to first click on the window.

This is problematic especially when using multiple monitors too or other apps, because you would expect to just hover the mouse and then being able to easily click on the close button or mute tabs or something like that.

For comparison, Sidebar mouseover works as expected, it gets expanded on hover even if not in focus, and talking about Vertical Tabs, Edge implementation also works like that, so it is easier to manage.
