Hover state for bookmarks bar is not as visible as prior versions

Description

Hover state for bookmarks bar is not as visible as prior versions. Dark theme seems to be worse than light theme.

Not specific to C120, reproduces on 1.62.x with C119.

Steps to Reproduce

1. Have bookmarks on the bookmarks bar and have bookmarks bar visible.
2. Compare hovering over an item on the bar on 1.61.x and 1.62.x.
3. Repeat for whichever theme you didn't use for step 2
