CR 115 Upgrade: Brave icon is not shown on the taskbar with the initial install of Brave nightly

Description

During CR 115 testing for #31087, with the initial install of 1.54.62 Chromium: 115.0.5790.32 in Win 11, Nightly icon wasn't shown in the taskbar. It was just a gray hyphen or if I highlight the area, it will show a big square without the icon. Tried adding the icon via context menu properties which didn't work. So deleted the profile and Brave nightly icon is shown as expected

Steps to Reproduce

1. Install 1.54.62 Chromium: 115.0.5790.32
2. launch Brave

Actual result:

This issue exists with initial install of 1.54.62 Chromium: 115.0.5790.32
Taskbar didn't show Brave nightly icon

Pretty sure we've this happen before so I don't think it's related to C115 specifically but definitely worth double checking. Believe @emerick also mentioned that we've seen this before in previous chromium bumps/updates.

@GeetaSarvadnya @kjozwiak issue is not reproducible in CR 114 in nightly build. This is an intermittent issue in CR 115 and seem like Windows only as I didn't see in Linux while doing manual pass.

I actually ran into the above as well when installing Nightly yesterday. I'll try to see if I can reproduce it on a clean VM installing C115 vs C114 and see if this is actually related to C115.

@emerick @mkarolin should we look into this one before 1.56.x goes out? Believe @MadhaviSeelam mentioned she couldn't reproduce the above via C114 so could be C115 related. CCing @rebron.

I tried to repro a few times when this was reported and again just now, but I can't seem to make it happen (Windows 11). The closest I got was when I tried running the installer while I had the nightly already running locally. When I did that, I ended up with a "blank document" icon in my taskbar instead of the Brave nightly icon.
