Description
Retry transaction fails when initial transaction miner fee is set to 0
Steps to Reproduce
- Create a transaction with miner tip set to 0
- Submit the transaction
- Fails with
-32000 transaction underpricedmessage - Retry the transaction from the details menu
- Ensure miner tip is set between 2-3
- Submit the transaction with new details
- Goes into infinite loop with error doesn't actually submit the transaction

Successfully resubmit the transaction
