Description

If the page load is slow then educational tooltips show up slow and in the middle of the page without context given to shields

Steps to reproduce

1. Install 1.20.102
2. Visit a page that loads slow or use a slow VPN
3. Scroll down the page before page is completely loaded, tooltip shows up on the middle of scroll and doesn't have any context to shields

Actual result

Expected result

Probably check if shields is visible else show up as a in-app modal without the pointer to shields
